Through the end of March, PayPal is offering a $15 cash rebate for any purchase of $30 or more. That’s a nice discount. One condition is that the purchase must be made through any website offering PayPal as a payment option, including eBay. If you send money using the “Send Money” option within PayPal, your purchase won’t qualify. A second condition is the recipient must not have a “Personal Account;” it must be a Business Account.
The rebate may not be deposited until May 28, and you can only receive the rebate once.

Is there any increase in the rebate amount if we buy a $100 product or more than that????
There doesn’t appear to be. They’re offering only one $15 rebate per account.
Though likely legitimate, it is odd that the signup for the promotion is on a site other than the paypal.com domain. At least they are just asking for your registered E-mail address, so worse case you just get a lot more spam, not a breach of your account.
